Money gates progression

This is the structural change. Rockstar has built the campaign so that players may need a particular sum of cash before the main story continues — which turns earning from an optional pursuit into a required one.

It also solves a problem GTA V had, where the protagonists became billionaires halfway through the story while the plot continued to treat them as desperate. Here, being broke is a state the game can actually put you in.

Every robbery is a speed-versus-value decision

Car theft has been rebuilt from a single button press into a system with its own difficulty curve.

Vehicles are separated into security tiers

Expensive models are harder to steal. Older vehicles need simple equipment like a slim jim; modern luxury cars need advanced devices such as key-cloning tools. Not every vehicle can be hot-wired, and some are locked behind story progress.
