GTA 6 restores the six-star maximum, but the number of stars is the least interesting change. The real shift is that the police now track what they know about you — and you can take that knowledge away.

You have to be seen
Law enforcement is only alerted when someone sees the offence
ConfirmedCrimes no longer generate a wanted level on their own. Someone has to witness them. This single change reframes every robbery in the game as a question of who is watching.
Once alerted, officers receive details about the incident and the suspects — and what they receive depends on what the witness could actually make out.
Escaping does not end the investigation
ConfirmedGetting away does not immediately clear things. The scene remains an active police zone, and officers search the area before calling the investigation off. Police can also surround a location and simply wait outside.
Evidence icons: what the police know
This is the system's centrepiece and has no precedent in the series. Individual symbols beneath the star meter indicate which pieces of information the police hold.

Outlined stars mean they do not have a description
ConfirmedIf the stars are outlined rather than filled, the police know a crime happened but lack a visual description of who did it. That is a materially different situation from being actively identified, and the HUD tells you which one you are in.
Masks
Wearing a mask during the offence and discarding it during the getaway hides your face from cameras Confirmed. Face coverings live in the item wheel, separate from weapons. That sequencing — mask on for the job, mask gone before the chase — is a genuine tactical loop rather than a cosmetic option.
Escaping
On foot
Rockstar overhauled sprinting, vaulting and climbing specifically to make foot escapes viable. Alleys and connecting streets are real routes, particularly in Vice City where a car can become a liability.
Splitting up
The two protagonists can separate to divide police resources
ConfirmedOne can stay behind while the other escapes. You get a message confirming what happened to the one you left behind. If a protagonist is caught, a “Busted” screen plays before they return to the open world — and the other can keep running.
Trackers

Where and when it gets hard

Vice City is the hardest place to be wanted
Press previews single it out: three stars or more in Vice City is significantly more dangerous than elsewhere, because the streets are crowded and the roads are tight. The city that is best to play in is the worst to be chased in.
The police and the story
Some confrontations are mandatory
ConfirmedThe campaign forces certain law enforcement encounters. You cannot talk or sneak your way through the entire game.
And your conduct with police feeds the wider reputation layer. Excessive violence and destruction damages your Criminal Profile, while efficient, controlled crime improves your standing as a criminal. Mission violence and violence necessary to a robbery do not automatically count against you.
